Over the course of my career, I’ve led transformative initiatives that span operational modernization, systems integration, agency accreditation, and structured career development. 


Whether bridging communication gaps between field and office teams, redesigning compliance frameworks, or building scalable support structures from the ground up, my work has focused on driving clarity, accountability, and forward momentum. 


This portfolio showcases key efforts where I’ve built alignment across diverse teams, enhanced technical systems, and empowered others through practical leadership grounded in experience and strategy.

Identified and resolved gaps between system design and field usage within the BOSS platform by launching training initiatives and hands-on support across construction and purchasing departments. Developed and led the JBC Liaison program, empowering team members in each division to manage annual updates, align cost codes, and bridge the communication gap between construction operations and purchasing.

 

This effort uncovered critical cost code inconsistencies across divisions, where mismatches led to system failures in payment control, tracking, and vendor notifications—prompting the creation of a unified cross-divisional cost code reference tool.


To date, over 70 individuals have been trained across Charleston and Jacksonville, with Tampa and Orlando scheduled this month—impacting four divisions and catalyzing the foundation for a scalable, grassroots-driven process alignment strategy.

While leading NCIC and warrant operations at the City of Charleston, I identified a critical gap in statewide communication and procedural consistency for Terminal Agency Coordinators (TACs). 


After internal resistance to audits, I took the initiative to build a collaborative network, first among local agencies, then expanding statewide, to share best practices, coordinate compliance strategies, and provide real-time support for NCIC-related challenges.


This effort formalized into the South Carolina Terminal Agency Coordinator (SCTAC) Organization, now recognized by SLED as a key compliance resource. By coordinating agency interpretations and offering scalable implementation options, SCTAC became a vital bridge between federal guidance, state compliance expectations, and diverse agency capacities.


Over 500 officers were trained during my time with CPD, and the SCTAC network grew to serve 7+ core agencies, each with hundreds of personnel, eventually influencing a majority of the Lowcountry and expanding into Upstate South Carolina.

CALEA Accreditation Project

Led the agency’s multi-year CALEA accreditation initiative, managing all five phases from self-assessment through to commission review. Worked closely with departmental leadership to coordinate policy alignment, compliance verification, and stakeholder engagement across every division.


Oversaw internal assessments, documentation control, procedural mapping, and coordination with CALEA’s National Program Manager, ultimately guiding the department to full accreditation with high compliance scores. 


The successful accreditation laid the foundation for ongoing organizational performance and external recognition.

Departmental Policy Manual Creation

Spearheaded the complete modernization of the CPD policy framework, converting a 500+ page paper-based manual—some of it still typewritten—into a fully digitized and CALEA-compliant system.


Coordinated across 12 divisions to review, rewrite, and validate policies line-by-line, then developed a new logical structure from mission statements through tactical operations. Created CPD’s first intranet-based manual distribution system and supplemented it with USB drives and interactive field guides.


The resulting manual standardized operations, eliminated outdated documents, and became the single source of truth for more than 600 staff members, paving the way for CPD’s successful CALEA accreditation.

 Structured Growth & Advancement Model: Selected by the Chief of Police to co-lead the design and launch of CPD’s Career Enhancement Program (CEP), a system-wide initiative that redefined staff advancement, compensation, and development pathways.


The program established a dual-track framework: officers could pursue leadership or operational mastery without being forced into unwanted command roles. I authored core documents, created training modules, designed compensation matrices, and developed application and evaluation systems to support consistent and equitable progression.


This initiative empowered officers to pursue advancement through training, performance, and specialized duties: improving morale, retention, and alignment between personal growth and organizational goals.

ASCLD Accreditation Support

ASCLD Accreditation Support

 Served in a supporting role within SLED’s forensic division during its preparation for ASCLD/LAB accreditation, working across all three floors of the facility to inventory, document, and digitally track hazardous chemical usage.

Independently located and recorded every chemical used across multiple forensic units, ranging from trace droppers to multi-gallon drums, then obtained and catalogued Material Safety Data Sheets (MSDS) for each compound during the early era of internet-based documentation.


Created an internal digital database that cross-referenced laboratory rooms with their chemical inventories and linked directly to corresponding MSDS files. 


This resource supported ASCLD compliance efforts and was also distributed to local fire departments to aid in emergency response planning.
